As far as i'm aware - any days that nursery is shut due to public holidays such as bank holidays or because of an unforseen problem you should not be charged as this is out of your control. You should only be charged for days you don't take your child to school - as your paying for them to keep the place available to your child.
I'd speak to them about this as this isn't the norm where we live.
