The ethics of buying samples?

Recently I've set up my own site to test the beauty boxes that are popping up everywhere. Now, what I test is the service as well as the products they send. Most say they are special sizes, but in one box I got two sachets, where they were good for one use. I did feel ripped off as each box had 6 items, and 2 were sachets at a cost of £13 a box.

Should companies be allowed to sell samples? They get around this by saying you are buying a box of special sizes, and include a couple of full size items to make it seem better value. The sad thing is some people still think this is good value, would you?
